Did german soldiers in ww2 wear their medals in combat?

http://www.ww2-camouflage.com/page5.php just scroll down and you'll see joachim peiper wearing an iron cross and i'm sure he's not wearing a dress uniform. did every german soldier do that or was it done by choice?
